The conceptual problems of establishing of the state universities

As the analysis shows, the creation of federal universities in Siberia and in the south of Russia is confronted with conceptual problems, the solution of which must be found at the institutional level. Among these problems, the main ones are: • · lack of scientific substantiation of the choice of a model for the merger of universities, on the basis of which • a new university is created; • · lack of analytical centers capable of developing recommendations • on making adjustments to social projects for the creation of a university; • · discrepancy of the professional skills of the federal university management • the level of the tasks; • orientation of federal bodies towards quantitative indicators of reforming • to the detriment of indicators of the quality of the educational process and the level of training of graduates. • Next, we specify the above theses.
