Expanding its presence in the structure of social economical relations, culture becomes an integral participant in the political process, the determinant of value preferences, decision-making system, the degree of tolerance and the boundaries of legal and moral obligation of the individual/society. Promotion of culture into the arena of big politics, allows the formation of the cultural policy as an independent strategy for the transformation of society.
