Recently, the issue of staffing practical personnel in many fields has become acute. Municipal service bodies are no exception. It is necessary not only to hire a competent employee, but also to help him to stay in his position by creating convenient working conditions and paying the appropriate salary. Unfortunately, there is a significant understaffing in the municipal service as well as high staff turnover which negatively affects the quality of work of municipal authorities. To solve this problem necessary measures are being taken to staff vacancies. The article reflects an analysis of the quality of the measures taken to improve the work of forming a personnel reserve which improves the staffing process of the Administration of Ulan-Ude city. The research shows the necessity of increasing the professional skills level of the administration staff. To do this city administration officials have developed a strategy to address staffing issues. The success of this work directly depends on the quality of the viability of the city, the region and the country as a whole.
