On the methodological approach to the development of Federal State Educational Standards of higher education of the fourth generation in terms of universal competencies

The problem of the unsatisfactory state of the current educational standards in terms of universal competencies is considered. It is shown that the practice-oriented competence-based approach has led to a decrease in the level of social and humanitarian training in universities, the actual rejection of scientific methodology, the formation of a scientific worldview and the all-Russian civic identity of students. The opinion is expressed that the use of soft skills as universal competencies does not fully correspond to the tasks of modern higher education. A methodological approach is proposed to determine the names and structure of universal competencies, their formulations and learning outcomes for the fourth generation educational standards, based on the forms of social consciousness.
