The article reviews the main directions of social policy in the field of maternity and childhood welfare. Since the 1960s, there has been a trend towards a decrease in the birth rate and the formation of a family with two children. In the late 1970s and early 1980s, for the first time since the early post-war years, this prompted the Soviet government to return to solving demographic issues, and to finally create the system of assistance and support for mothers. The system was introduced through a number of resolutions and was expressed in the form of new benefits, maternity leave, changes in the work schedule, as well as the creation of the child welfare center system that took care of the health and upbringing process of the younger generation. These changes led to a temporary rise in the birth rate which was subsequently offset by the socio-economic changes in the country.
