Concerning some contradictions in correlation of “terrorism” and “extremism” concepts

The article deals with correlation of “terrorism” and “extremism” concepts. It is emphasized that extremist sentiments are the source of violence and terror. The author draws attention to the fact that these concepts aren’t defined specifically in the legislation, and therefore, there is lack of clearly established penalties for extremist and terrorist acts, while each of them requires certain rules of legal response by the law enforcement bodies, as well as application of legal penalties of appropriate severity.
