On certain issues of the application of pardons in the territories of the constituent entities of the Russian Federation

The purpose of the article is to analyse existing problems with legal regulation of pardon and to propose ways of improving certain legal acts relating to the exercise of convict's right to apply for a pardon to the President of the Russian Federation. It has been found that the existing acts regulating the application for pardon by a convicted person require modernisation, in particular a detailed specification of the procedure for applying for a pardon by military personnel, setting a deadline for review by the President of the Russian Federation of the convicted person's request for pardon, and others.
