About some issues of bringing to administrative responsibility for offenses against property

The author considers the necessity of consolidation of the legal concept “administrative liability”, studies the court practice on offences under Chapter 7 of the Administrative Offences Code of the Russian Federation; submits proposals for certain changes related to the prosecution of perpetrators of uncompleted administrative offenses and bringing accomplices to administrative responsibility.
