About necessity and expediency of carrying out rotation of senior staff of the Ministry of Defense of the Russian Federation

This article deals with the problem of ensuring the military security of the Russian Federation, which occurs when senior officials of the Ministry of defense of the Russian Federation have been in office for more than 5 years. In the course of the study analyzing 100 senior managers of the Ministry of defense of the Russian Federation, a direct relationship was established between the term of service in the position and the level of income received by the specified serviceman, as well as the income of his family members, which indicates the presence of signs of corruption that negatively affect the military security of our state. It is concluded that more than half of the respondents have held the position at the last place of service for more than 5 years, and 11.0% of them-for more than 10 years. At the same time, the growth rate of their official incomes significantly exceeded both the growth rate of monetary allowances for certain categories of military personnel and the growth rate of the average salary of the population in the country, which implies that they use their official powers not to ensure the interests of the service, but to meet their own material needs. The solution to this problem is to conduct immediate rotation of all the top brass of the Armed forces, hold office for more than 10 years, and urgent planned rotation of those in office for more than 5 years.
