On the necessity of making amendments to the state anti-drug policy strategy of the Russian Federation until 2020 in the context of national security

The author tries to determine and assess the intermediate outcomes of Strategy implementation and to analyze certain aspects of activity aimed at its implementation taking into consideration measures that have been already taken to improve the state control over drug turnover and to justify the necessity of amendments to the Strategy. Legislative, institutional and functional bases of the national system for drug control and counteraction to illicit drug trafficking are examined; proposals on its improvement are formulated in the article.
