About New Trends in Modern Terrorism

Terrorism, as a social negative phenomenon, is inherent in States and societies that are actively involved in profoundly changing the modern picture of the world in terms of political, economic, social, migration, information, technological and other relations. A number of States use terrorism as an unspoken tool of their foreign policy to achieve their set geopolitical goals. In turn, the special military operation that began in February 2022 has shown a new trend of open actions by states to implement terrorist policies, sometimes even in violation of their own domestic legislation and international obligations. This has also led to a significant increase in reported terrorist crimes in Russia. The article identifies some features of the development of modern terrorism using the example of the practice of countering it in the Russian Federation. The author examines the legal aspects of the implementation of criminal policy to combat terrorism. The features of a terrorist state are listed and arguments in favor of such justification are given. An example of a quasi-state terrorist entity is given with the definition of its features, and the difference between such an entity and a terrorist state is also mentioned. The author's position on the current state and prospects of development of anti-terrorist criminal law norms is proposed.
