On the authority of regulatory and supervisory agencies of the executive powers of the Russian Federation

The article reveals the content and legal basis of the authority of regulatory and supervisory agencies of the executive powers. Within the regulatory and supervision activities of the executive powers’ agencies carry out the development and implementation of unified state policy in the sphere of protection of rights of legal entities and individual entrepreneurs during the exercise of the federal state control (supervision) in their respective spheres of activity; the organisation and implementation of state control (supervision) in their respective fields. Additionally, the author pays particular attention to the functions of developing administrative regulations for the implementation of state control (supervision) or conduct inspections in their respective fields. Regulatory and supervisory bodies manage organisation and carrying out of monitoring of the effectiveness of state control (supervision) in their respective spheres of activity: status of normative legal regulation; organisation of state control (supervision); financial and personnel support; carrying out state control (supervision); activities of bodies of state control (supervision) aimed to impede violations of mandatory requirements and / or eliminate the consequences of such violations; analysis and evaluation of effectiveness.
