On the concept, legal regulation and trends ensuring personal security of employees of internal affairs bodies

Introduction: the article deals with the most general issues of personal security of employees of internal affairs bodies. Various approaches to defining the concept of “personal security of employees of internal affairs bodies” are proposed. The problems related to the lack of legal regulation of personal security are considered. Materials and Methods: the normative basis of the study is formed by the legislation of the Russian Federation regulating the implementation of police activities, as well as normative legal acts of the Ministry of Internal Affairs of the Russian Federation. In preparing the work, general scientific methods were used: analysis, comparison, deduction, induction, and private scientific methods: formal legal and method of analysis of legal acts, interpretation of legal norms. Results of the Study: the relationship between the concepts of “personal security” and “personal physical security” is clarified. Definitions of the concept “personal security of employees of internal affairs bodies” in narrow and wide senses are offered. The issues of legal regulation of personal security of employees of internal affairs bodies are considered, and the conclusion is made about the possibility and necessity of applying the rules of law by analogy. The main ways to improve the security of police activity are named. Findings and Conclusions: the conceptual framework for ensuring the personal safety of employees of internal affairs bodies needs to be clarified. Legal regulation in this area is not sufficient. The main areas of personal security are training in techniques and methods for minimizing risks in the implementation of professional activities, as well as including the provision of an objectively possible level of personal security of employees among the priority tasks of the internal affairs bodies.
