About application of program and target method for solving problems of regulation of foreign labour migration at regional level

The migration of population is an important component of the economic development and the social progress in many counries. The labour migration has become one of the most important resources for regional integration. However, realized in the present state migration policy needs to be improved in terms of a mechanism for attracting and using foreign labor. The article describes the procedure for foreign nationals to work in Russia, the necessity of developing and implementing regional programs to attract foreign labor through the use of program and target method.
