On problems of estimation of cost of land plots expected for state and municipal needs

The article justifies that the redemption price of land plots seized for state and municipal needs should be determined without taking into account the influence of market disturbances after the date of the decision to withdraw. In order to exclude the possibility of embezzlement of budgetary funds through corruption schemes, the author suggests including in the Methodological recommendations for determining the market value of land plots and Federal Standard for Assessment No. 7 a restriction on the application of the principle of the most effective use of property subject to withdrawal. Specific examples confirm the need for mandatory examination of evaluation reports.
