About the problems of implementation of the decent work agenda in Russia

Introduction: It is the study of decent work as a legal phenomenon, aimed at coordination of interests of employees and employers, ensuring sustainable social development, the determination of some problems of its achievements. Purpose: It is the study of decent work as a legal phenomenon for coordination of interests of employees and employers, ensuring sustainable social development, the definition of some of the problems to achieve it. Methods: General methods of scientific research (dialectical, metaphysical); scientific research methods (analysis, synthesis, system, method); other methods (historical, comparative, formally legal, sociological). Results: It is revealed a number of negative factors hindering effective implementation of the Concept of Decent Work in Russia. Sociological poll characterizes citizens understanding of the phenomenon of «decent work», its nature and specific content, significance for each worker.It is based on the conducted sociological survey among various professional and gender groups peculiarities of understanding by the citizens of decent work, its contents and problems achievements in modern Russia. Сonclusions: The conclusion is that at present in Russia there is a growing necessity of coordination of interests of various social groups with opposite interests in the economic sphere. It is about a balance of interests of employees and employers on the application of hired labour, smoothing the social tension and ensuring social justice. Legal expression of such a balance is the phenomenon of decent work, the International labour organization as a means of coordinating interests between wage labor and capital, with a view to achieving effective social and economic development and provide a new, higher level of life of citizens of Russian Federation.
