In accordance with modern scientific concepts and realities of today, one of the conditions for the development of a rule-of-law state is the existence of a sufficiently mature civil society. At the same time, the main institutions of civil society, without which it is impossible to run the society at such a high level, are formed in the process of state law development of the society and their full-fledged functioning is possible only in the conditions of the rule-of-law state. As the society develops in state law sense, the institutions inherent in civil society begin to act as the basic criteria for determining the social and legal status of the state. However, appropriate political, economic and social conditions are necessary to make the society a civil one. Therefore, the society must be at the proper level of its political, economic and social development in order to meet the requirements characterizing civil society.
