On the program provisions of domestic constitutions of the period of Soviet constitutionalism

The purpose of the work is to analyze the features in the formation and development of domestic constitutional regulation, to explore its traditions and transformations. The historical-legal method, the formal-legal method, the method of studying documents were used. The article examines a number of policy provisions in domestic fundamental laws: the RSFSR Constitution of 1918, which opened the period of Soviet constitutionalism, and the USSR Constitution of 1977, adopted at the end of this period. The role and meaning of program provisions, their relationship with the main features and functions of the constitution, political and legal development are considered. The significance of the work lies in the fact that it offers the author's view of the programmatic purpose of the constitution.
