On the developing the rules for organization of tourism and recreation in the central ecological zone of the Baikal natural territory

The article outlines the concept of "Rules for the organization of tourism and recreation in the central ecological zone of the Baikal Natural Territory”, which should become the basis for improving tourist and recreational activities in the Baikal region. The authors present the draft of model of the Rules for a part of the territory of the central ecological zone of the Baikal Natural Territory within Irkutsk Region, which have been proposed to the regional government as a base for the regulatory act adjusting tourism and recreational activities on the coast of Lake Baikal. The development of Rules is based on the scientific principles using the comprehensive environmental-geographical studies, analysis of the current environmental and tourism legislation, taking into account the legal standards in tourism and environmental protection. The article shows the main stages of the work. They include assessing the existing regulatory framework, identifying the range of subjects of tourism activities and their interests, the formulating the environmental-economic contradictions between tourism development and established economic specialization of the territory (agriculture and forestry, industrial production), tourist-recreational zoning and preparation of the text. The research results are part of the project aimed at elaborating mechanisms for regulating the negative impacts on the natural landscapes of the Baikal coast associated with the tourism development, and ultimately on the socio-economic development of the populated areas of the Baikal coast. The results obtained will be useful in creating integrated regional tourism products, taking into account environmental restrictions.
