On the relation between the medical examination for drug intoxication and forensic examination in proceedings on cases of administrative offenses related to non-medical use of drugs

In the article, the author compares the legal characteristics of the medical examination for drug intoxication and forensic medical examination. It is shown that the replacement of medical examination for drug intoxication with forensic medical expertise in cases of administrative offenses would require fundamental changes in the legislation on expert activity, a significant change in the qualification requirements for personnel as well as in requirements for equipment of healthcare institutions, which currently appears to be a long-term issue.
