On the state of protection against corruption in public procurement: historical legal and comparative legal aspects

Based on historical and legal analysis, the article assesses the state of protection of public and municipal procurement against corruption in the modern period. It is concluded that the evolution of legislation on procurement to meet state and municipal needs has gone through three periods, during which the procedure for organizing and conducting procurement procedures was formed. It is concluded that the existing legal regulation of procurement has not saved this segment of the national economy from the effects of corrupt behavior of both officials and representatives of the business environment. The provisions of international legal acts governing the implementation of public procurement are examined, which allowed us to determine the directions for the effective prevention of corruption risks in this area. A brief analysis of the legislation of foreign countries regulating public relations in the field of the conclusion and execution of state contracts is carried out.
