About the development strategy of the largest cities of Russia

According to Law 172-FZ «About the Strategic Planning in the Russian Federation», starting from 2014, all municipalities, and especially the largest cities, must carry out strategic planning and develop a number of strategic documents, the first place among which is given to social and economic development strategies. This article justifies the need to allocate stabilization (extensive) and innovative (intensive) components as part of the development strategy, implemented on the basis of external (exogenous) or internal (endogenous) resource mobilization and management. The analysis of social and economic development strategies of the largest cities in Russia showes that they are mainly focused on the extensive and exogenous components. The assessment of development problems specifics of the largest cities revealed that at least 60% of the strategic goals should be aimed at creating innovations and reaching the city to a qualitatively new level of development by attracting external resources to implement breakthrough programs and projects of federal or regional significance.
