The history of the constitution of the Republic of Buryatia and its personnel policy authorities

The adoption of the Constitution of the Republic of Buryatia in 1994 was an important event in the life of the Republic. The Basic Law is intended to provide the optimal solution of critical issues of society and the state apparatus, to create the necessary conditions for the implementation of economic, legal and other reforms for the normal functioning of state structures and interactions, the effective protection of human rights. In this paper we focus on issues of the constitutional foundations formation and their impact on the subsequent process of democratization, the development of personnel policy. The contribution to the Basic Law of the Supreme Council deputies of the Republic, members of the Constitutional Commission, heads of law enforcement agencies and experts are given in the article.
