Providing distance learning in graduate school: legal aspects of the organization of full-text information resources

In the work, on the basis of the documents and reports of UNESCO, the main problems and trends in the development of modern education are considered. Marked barriers to education. The perspectives of adult students learning with the use of distance education are presented. Analyzed the main features of the organization of research work in distance learning of highly qualified personnel in graduate school. Changes in the composition of students during the training of higher qualifications, due to the accession of Russia to the Bologna Declaration on the formation of a single European area of higher education, are evaluated. The influence of full-text information resources on the organization of distance learning in graduate school is shown. Recommendations are given on the use of full texts of documents in information resources, in accordance with the current legislation in the field of copyright. The importance of full-text information resources while ensuring effective access to information for the needs of science and education is shown.
