Ensuring economic security through smoothing of sub-national spatial units through the public-private partnership mechanism

To ensure economic security, the state needs to smooth out socio-economic inter-regional differences by supporting lagging regions without harming donor regions - which are the engines of economicgrowth. The problem is to create incentives for regional authorities to find their own sources of revenue, onthe one hand, and to fulfill their obligations to provide quality public goods to the population, on the other. One solution to the problem may be to increase the number and quality of infrastructure projects in laggingregions, implemented using public-private partnership mechanisms. PPP is just the most mobilizing (in thecontext of strengthening crisis tendencies and external economic restrictions) effective mechanism that willhelp solve problems in the development of public infrastructure with the attraction of private investment, andon the other hand, at the same time maintain control over concession projects by the state. And investments inthe development of public infrastructure provide synergistic and multiplier effects for economic growth anddevelopment of the territory.
