Ensuring the economic stability of the university by achieving a recruitment plan for extra-budgetary places

The article deals with the problem of securing recruitment for extra-budgetary places as a way to preserve the economic sustainability of the university. The aspects that initially hinder the stabilization of the extra-budgetary policy for a certain university are highlighted. The theoretical basis devoted to the implementation of a compensatory relationship between the university and the student is studied mainly through the conclusion of a contract. The author reveals the key components of the Decree of the Government of the Russian Federation regulating the process of providing paid educational services. Based on the analysis of the regulatory document, the possibilities and risks of regulating paid education in higher education are highlighted, which directly affect the implementation of the recruitment plan for extra-budgetary places. Based on the results of the assessment of opportunities and risks, the author proposed as a hypothesis a number of proposed solutions that are aimed at ensuring the economic sustainability of the university by expanding the potential of extra-budgetary policy. In order to objectively evaluate the proposed solutions, the practice of the leading university of the Rostov region has been studied. Based on economic and legal approaches, the proposed solutions are supplemented with clarifying elements that ensure not only a recruitment plan for extra-budgetary places, but also the preservation of places for students of subsequent courses under the contract in case of changes in tuition fees.
