Ensuring fire safety in the territory of the municipality by local government authorities: legal issues

The article deals with ensuring fire safety in the territory of the municipalities of the Russian Federation from the standpoint of detecting and finding possible solutions to legal issues with regard to local government authorities. The study notes that in accordance with the current legislation, local government authorities of urban districts and settlements are to provide the primary fire safety measures and have the right to create both municipal and voluntary fire departments. However, in view of the total budget deficit of municipalities, these and other powers are not fully implemented; in turn, it leads to special risks. The author substantiates the suggestions for addressing issues. Besides, it is proposed to assign fire-fighting responsibilities to the fire services of the constituent entities of the Russian Federation. At the same time, local government authorities should be responsible for the primary fire safety measures.
