Provision of priority productions with quality labour resources: shortage of personnel and recruitment problems

Priority productions should be provided with high quality labour resources, that is important to bear in mind for recruitment and retention of employees. Under the conditions of personnel ageing and shortage of qualified workers it is necessary to employ young people with quality labour potential and orientation on a longstanding accumulation of specific human capital. Practical solution of these tasks was examined by the outcomes of a survey of management at these enterprises conducted by ISESP RAS. Analysis of the obtained results showed, that at the companies of applied sciences and machine-building complex, that should ensure scientific-industrial development, there is a problem of attracting quality labour resources, and the productions that put in practice import substitution (consumer goods and food producing industries, agriculture) face an acute problem of recruiting even low-quality personnel. Almost at all observed enterprises the personnel shortage has a stable character; for job-seekers it is connected with insufficiently attractive character of work, and for employers - with their inadequate training in the system of vocational education and low social responsibility. That is why the priority productions need support of the state providing quality labour resources, including general support of these productions development and improvement of the vocational training.
