The network of general educational institutions in Russia began to form at the end of the XVIII century during the reign of Catherine II. The reforms of Alexander I made their own changes in its organization. During the period under review, comprehensive schools were called specialized schools. The training was conducted according to the approved curriculum and unified textbooks. The acquisition of manuals was centralized. Its specifics was in forming primary schools in Western Transbaikalia
