Ensuring the protection of constitutional rights of citizens and safety in water transport from the perspective of the organization of additional professional education in private educational institutions

The purpose of the article is to consider the problematic aspects of ensuring safety in water transport in the context of obtaining additional professional education and special maritime certificates of seafarers in private educational schools from the position of protecting constitutional rights and freedoms of man and citizen. The subject of the study is the current regulatory requirements and the procedure for organizing additional education and training for boatmasters of small vessels, advanced training of specialists of enterprises and the fleet. In the article, as an example of the existing practice of the Investigative Committee of the Russian Federation, the author analyzes the problems of ensuring safety in water transport associated with the illegal obtaining of maritime certificates by sailors in private schools without actually undergoing training and advanced training, which affects the safety of human life at sea, and compliance with existing environmental requirements and the safety of the vessel. With regard to the Ministry of Transport of the Russian Federation, recommendations have been developed, according to which it is proposed to introduce a number of amendments to the current procedure governing the acquisition of additional professional education by sailors in order to ensure safety in water transport, as well as to protect the constitutional rights of citizens.
