Promulgation of internal statutes: procedures and potential

The developed legal practice rule about the dependence on the local normative act applicability and the fact of its promulgation is brought to light. The general correlation of normative acts publication and promulgation is considered. On the basis of empirical analysis the author puts forward current promulgation procedures of local normative acts, outlines principles of their application and vector of development.
