In this article the authors reveal the rationale of passing the act for anti-corruption standards of official conduct for higher educational institution staff. The legal framework of anti-corruption policy of the state is analyzed. Particular attention is paid to the guidelines developed by the Ministry of Education of Russia in order to form a common approach to work on the prevention and combating corruption in the organizations regardless the forms of ownership, organizational-and-legal forms, sectors or other circumstances.
