The article is devoted to the justification of the three-level model of competence of the cultural minimum in the development of standards and construction of service processes in inbound tourism, as well as the training of managers and staff involved in working with foreign tourists. The application of the model, according to the author, will contribute to the solution of the problem of service technologies in foreign tourism, which hinders a significant increase in the flow of foreign tourists to Russia and the expansion of the geography of their arrivals. The subject of the study is a set of characteristics of socio-cultural nature, including transnational characteristics, national and ethnic features of the culture of the country of origin of tourists, as well as their socio-psychological characteristics, causing: 1) expected: quality of service, range and types of services provided; 2) features of perception of Russian culture; 3) the specifics of intercultural communications arising between tourists, on the one hand, and staff and local residents, on the other. For the purpose of accentuation of the need to take into account the totality of characteristics of socio-cultural nature in inbound tourism introduced the concept of “cultural minimum” (СМ).
