Justification of introduction of multi-level monitoring of the condition of heating systems in the Russian Federation

According to the authors, the improvement of management of the heat-supply industry development is possible on the basis of application of the multi-level monitoring of the heating systems condition. The multi-dimensional effect of such an innovation is described in the article, including economic, technical, ecological, social, political aspects. The algorithm of the multi-stage complex assessment of the efficiency of the project of introduction of monitoring of heating systems is offered.
