One of the main activities of the welfare state is to guarantee every citizen the right to health care, medical care and medical insurance. The system of pharmaceutical provision of the population is an important component of the implementation of the social policy of the state, and its effectiveness depends on the quality and efficiency of the management of pharmaceutical companies, including at the level of human capital management. Fundamental changes in the relationship between the employer and employees are due to the development of a market economy in the Russian Federation, which, due to its capitalist nature, leads to contradictions between employees, on the one hand, and stakeholders, on the other. For a long time, these contradictions aggravated, and the lack of a constructive approach to solving the problems of developing social and labor relations led to the formalization of relations between participants in production activities in the pharmaceutical sector of the economy. However, changing socio-economic guidelines in society, as well as increasing the requirements of the professional community for the effectiveness of resolving issues in relations between employers and employees require a new look at the problems of staffing and human capital management in the pharmaceutical industry. In this regard, the search for and implementation of new models of production relations in domestic pharmacy, which are based on the principles of social dialogue, seems relevant. Thus, in the article authors substantiates the possibility of introducing an effective model of social partnership in the process of functioning of industrial pharmaceutical production.
