The article emphasizes education as a means of national civic unity in regional communities as viewed by oblastnicheskaya ideology. The paper proves that the Siberian oblastniki thinkers were at the beginnings of developing a new concept for the development of national schools, based on democratic principles of consistently multicultural education.
