Introduction: the article is devoted to the formation and development of public control in the Tatar Autonomous Soviet Socialist Republic in 1920 - 1934. Materials and Methods: the methodological basis of the research consisted of both general academic and special methods of cognition: dialectical, comparative-legal, chronological, retrospective, hermeneutical. The author studied and analyzed unpublished documents of the State Archive of the Republic of Tatarstan, works of scientists, as well as regulations in force during the period under review. Results: the article considered such forms of control as the Workers 'and peasants' inspection, the workers'-peasants' inspectorate assistance cells, the movement of workers 'and rural correspondents, temporary workers' control commissions, sections of the workers'-peasants' inspectorate under the Soviets of workers' deputies, "light cavalry", patronage of workers over institutions, social co-operation. Discussion and Conclusions: the paper substantiates the conclusion that during the historical period under review, the participation of citizens in monitoring the activities of the Soviet state apparatus was significant and had a great influence on the governing bodies.
