Social pact as a way to implement biopolitics and social management

In the first part of the study the authors explore two different interpretations of the social pact theory put forward by Thomas Hobbes and Jean-Jacques Rousseau. Their vision of the socio-philosophical and political-legal aspects of the order of formation and development of the social pact are invaluable for understanding the formation of the theory of the social pact in the XVII-XVIII centuries. The correlation of the indicated theoretical approaches with the socio-political situation taking place on the territory of the newly formed Russia is an important condition for assessing and predicting the further development of the state as the main executor of the will of its people. The prosperity of the country and the quality of life of its inhabitants is directly related to the legitimacy of the ruler, the ability of this ruler to maintain the attractiveness of the terms of the social pact for all interested parties, as well as to exercise his power both at the macro and micro levels.
