Public environmental control as a form of public participation in the state environmental protection and environmental management is caused by the presence of objective factors. The control of citizens and public associations in the environmental sphere is one of the manifestations of civil society activities, aimed at providing the right of everyone to a favorable environment, public environmental interests and observance of environmental legislation. Public environmental control is characterized by voluntary and initiative activity within the framework of the opportunities provided by the legislation. The absence of state authorized powers determines the specific character of its results. In order to lead to legally important consequences it is necessary to attract administrative and, if necessary, judicial mechanisms. Due to the changes in the legislation, the forms of control have been expanded through the establishment of the institute of public inspectors for environmental protection.
