Public control, as an institution of civil society, in connection with constitutional legal awareness

This article is devoted to one of the topical issues of modern Russian reality — the use of the institute of public control as one of the forms of public, civic participation in the process of people’s control. Public control is a mechanism that allows society to control public authorities, both at the stage of making and at the stage of implementing decisions and evaluating the result obtained. Public control is an important component of the political system of the Russian Federation, capable of ensuring the implementation and protection of constitutional rights and freedoms of man and citizen. Undoubtedly, the state is called upon to take measures to ensure law and order, but still a significant role in the process of government, the implementation of the control of the same name is assigned to the individual himself, the degree of his civic activity. Public control is a wide set of tools, which is built primarily around the principles of transparency of public authorities and public participation in its work. They are ensured by the adoption by the state of special regulations on disclosure of information, control by citizens, non-profit organizations, councils, committees under public authorities. A significant role is played by public chambers and councils, volunteer movements, public initiatives, voting, discussions, etc. These become discussion platforms where the positions of the parties on controversial issues are discussed and agreed upon. In this regard, the functioning of civil society and, in particular, the effective implementation of public control is the key to achieving a constructive dialogue, a balance of private and public interests. The author substantiates the high purpose of public control in the formation of the constitutional legal consciousness of citizens. The article analyzes the current state and prospects of institutionalization of public control in the Russian Federation. A theoretical and practical assessment of the current state of public control in the field of public administration is given.
