The article presents the theoretical explanation of the causes of peripheral territories formation as a phenomenon and a process. It requires an understanding of the fundamental deep determinants and conditions for emergence, growth and conservation of the processes of consolidation of a peripheral territories phenomenon in the economic space. We have formulated general constitutive signs of peripheral territories from the standpoint of development of the conceptual foundations of economic space and the theoretical model "center-periphery". We emphasize that in every single region a set of specific (particular) constituent signs that reflect the essential content of the concept of "peripheral territory" should be taken into account in line with economic specialization. The basic directions of regional policy on the territories of peripheral type are determined. We have singled out general constitutive signs of peripheral territories for the regions with agro-industrial specialization of economy. The recommendations for preservation, support and stimulation of peripheral rural areas development in the economic space of agro-industrial regions are given. The article can be useful for research on relevant topics and development of the conceptual bases for regional socio-economic policy to lower territorial differentiation.
