Arrangement of administrative and territorial units of the Terek and Kuban regions in the late 19th century

The paper deals with the public administration of national regions. These state government issues have a long history and change over time. The researchers are interested both in the reforming eras and in finding ways to overcome the governance crisis because the contemporary Russian state meets the same challenges as before. The author attempts to combine these aspects and show their interdependence and mutual influence.
