An indictment, an indictment decision and a bill of indictment as the resulting documents of the preliminary investigation

The article deals with the legal nature of an indictment and a bill of indictment. The author considers the statistical reporting data of the Federal Service of Court Bailiffs for 2014-2015 about the number of criminal cases returned to the investigation body for re-drafting of the bill of indictment. The paper presents comparative description of the legal requirements to the content of an indictment, an indictment decision and a bill of indictment. As a result of the legal terminology study, it is concluded that there is a need for changes in the Criminal Procedure Code of the Russian Federation. Some suggestions on how to resolve the problem are made.
