Evaluation of policies and programs in state regional administration system: theoretical basis and methodological approach

The article is devoted to the theoretical basis and policy as well as the role of program and policy evaluation in the restructuring of public sector in Russia. The authors develop integrated methodological approach to evaluation procedure oriented to determination of administrative, social and economic and public effects of the regional programs implementation. The methodological approach i tested in the evaluation of the Ministry of Economic Development of Chelyabinsk region.
