Assessment of the digital maturity of Russian regions: methodological foundations and practical aspects of application

The article examines the methodological foundations and practical aspects of ranking the subjects of the Russian Federation by level of digital maturity. It shows that the formation and application of a ranking system serve as an instrument to encourage regions to adopt digital technologies and to improve the efficiency of providing state and municipal services. Special attention is paid to the new methodology for calculating digital maturity, approved by the Government of the Russian Federation in 2025, covering key sectors of the economy and social sphere – healthcare, education, urban utilities, public transport, and public administration. The structure of the methodology, data sources, and key assessment indicators are disclosed. Expert positions on the representativeness of the indicators are analyzed, and the main implementation problems are identified: technological inequality among regions, fragmentation of infrastructure, and limited analytical metrics. The conclusion is drawn that methodological approaches to assessing digital maturity need to be improved, considering the depth of digital transformation and the quality of digital services.
