Estimation of activity of the police: what it should be?

In mass media there is an active discussion of various aspects of militian reform passing in the country, about expediency of renamingof militia to police, about what should be the updated Russian police. This article is a continuation of nationwide discussions and deals with the question of who, how and by what indicators should assess the effectiveness and efficiency of the police.
