Assessment of the financial and investment component in the strategies of socio-economic development of territories

The paper is focused on researching financial and investment support in the strategies of socio-economic development of multi-level territorial entities. The study is based on analysis of existing strategies for social-economic development, which established that the position estimates of the distribution of financial resources. This aspect is not well developed in the strategies of their socio-economic development, but compared with the study conducted earlier by the author (in 2016), a tendency was revealed in the accounting of resource provision. So, if in 2016 55 % of strategic developments did not reflect the resource component at all, today their share has decreased to 38 %. However, despite the positive trend of taking into account the financial component in the development strategies of the regions of the Russian Federation, the question of the ratio of the needs of territories to their capabilities remains not fully disclosed. It is proposed to develop a mechanism for taking into account the needs of financial and investment support of the region when forming a strategy for socio-economic development of the region and its constituent municipalities.
