Assessment of readiness of public law enforcement communication system for digital society challenges

Modern society can progressively develop only under the conditions of security, which is ensured in the age of a new “digital” reality. Modern police are forced to adopt the “community policing” model, focused on developing relations with community members and which involves the organization of a dialogue and partnership with population in the system of public law enforcement communications. Diagnostics of this system based on an expert survey of specialists from the Ministry of Internal Affairs showed that, in the context of the uncertainty of a digital society, organization of interaction between the internal affairs bodies and citizens, public associations and the media requires some certain changes. First of all, there should be transformed a new strategic goal from developing a positive image to building a system of relations in a form of a dialogue and partnership. The main problem on this path is the lack of skills of police officers regarding the work in a modern communications system.
