Evaluation of the efficiency of the activity of medical institutions on the basis of a balanced system of indicators

The article considers the relevance of conducting research to assess the effectiveness of medical institutions in the conditions of digitalization. Currently, an increasing number of medical institutions with a fixed budget are interested in implementing effective management methods to achieve their goals. One of such management techniques, which have well proven their effectiveness in practice, is the system of balanced indicators (SSP, Balanced ScoreCard, BSC). The objective of the work is to study the issues of the use of SSP in the management of medical and preventive institutions (health facilities) and to identify the most indicative indicators that assess the achievement of goals. In the course of the study, the methods of evaluating the effectiveness of medical organizations established in different subjects of the Russian Federation, as well as foreign experience, were studied. The existing reporting of state medical institutions differs, since in each subject of the Russian Federation, the executive body in the field of healthcare sets indicators for subordinate organizations, taking into account the methodological recommendations of the Ministry of Health of the Russian Federation. This complicates the process of complex determination of the results of the work of the medical organization for the reporting period. The paper proposes a set of universal indicators based on the SSP, allowing for linking the medical effectiveness of activities with the achievement of economic performance indicators.
