Evaluation of the effectiveness of the special economic zone activity as an institution for the region development (on the example of the Orel region)

The relevance of the article is determined by the fact that in order to restart all development institutions provided for by the unified plan for achieving the national development goals of Russia until 2030, it is necessary to assess the effectiveness achieved by them. One of these institutions is a special economic zone. In the context of the country's region, the article clarifies the essence and content of the concept of "institute of regional development", "special economic zone". Based on the analysis of methodological approaches to assessing their effectiveness, the author's concept in the triad "effectiveness-efficiency-profitability" is proposed. On its basis an assessment of the EOZ "Eagle" functioning effectiveness was carried out. Content analysis and the case study method revealed achievements and shortcomings. On the basis of an comparative analysis proposals are formulated to improve the effectiveness of the use of this tool for regional development.
